your english is as good as mine (it's not my mother tongue so forgive me all mistakes ^_^') i mostly use 'water' tool in SAI to mix colours in hair, and a bit of 'overlay' light effect
mostly in colouring ;] sai is more similiar to painter, it's more smooth and easier (but that's my opinion), and it has 'add water' tool which Photoshop misses, it allows you to blur colours very smoothly
